The Clerk's Department, under the direction of the CAO/City Clerk Gayle Jackson, is responsible for providing the statutory duties required by the Municipal Act, 2001, and information services for Council and its Committees, Departments and the citizens of Orillia.

Other responsibilities of the Clerk's Department include:

Council Services:

  • Preparation of Agendas and Minutes 
  • Providing secretarial support for the following committees:  Accessibility Advisory Committee, Commemorative Awards Committee, Parking Advisory Committee, and Ad Hoc Committees as required
  • Managing the Municipal Election process
  • Processing municipal consents for Waterlots, Liquor Licensing, and exemptions requests for the Retail Business Holidays Act

Legislative Services:

  • Business Licences
  • Municipal By-law Enforcement and Associated Prosecutions

Corporate Services

  • Overseeing the organization, retention, and disposition of City records
  • Maintenance of the City of Orillia Policy Manual and Municipal Code 
  • Processing Vital Statistics information (such as death registrations and marriage licences)
  • Processing Municipal Freedom of Information and Protection of Privacy access requests
  • Lottery Licensing
  • Managing Real Estate functions for Land Acquisitions/Dispositions, Encroachments, and Leases
  • Telecommunications Management
  • The City of Orillia administers the approval process for organizations/service clubs to solicit donations outside of area businesses (who are amenable to tagging). This is referred to as Tag Days. Tag days are assigned on a first come, first serve basis for the current year. Read the Tag Days Policy to learn more.

Corporate Communications:

  • Media and public relations
  • Author, edit, design and produce corporate communication materials
  • Corporate brand oversight
  • Social media management (Facebook, Twitter, YouTube)
  • Responsible for Weekly Bulletin Board
  • Strategic communications
  • Support and maintain the corporate website
