Council adopts new Strategic Plan for City of Orillia

Strategic Plan focuses on six strategic themes to support the City’s new mission and vision


For immediate release (Dec. 13, 2019) – Orillia Council adopted a new Strategic Plan entitled Realizing our Potential, which will serve as a roadmap for decision making and priority setting in the City of Orillia for the next several years.

“On behalf of Council, I am pleased to present our Strategic Plan,” said Mayor Steve Clarke. “This plan is a reflection of the themes identified based on the goals and objectives of not only Council and staff, but also what we heard from our community through a robust consultation process. This plan will guide our decisions to help ensure City resources are directed where they will have the most impact and benefit to our community.”

The plan focuses on six strategic themes, which are: Quality of Life, Healthy Environment, Vibrant Waterfronts, Sustainable Growth, Heritage Core and Professional, Progressive City. The themes were established through several planning sessions with Council and staff and various public consultation opportunities this past fall, including an online survey, focus groups, public meeting and visioning boards at public facilities. Each theme includes strategic goals to support the City in achieving its new vision and mission.

As part of the strategic planning process, Council drafted new mission and vision statements. These were further refined to include elements reflective of the priorities and themes heard from residents, community organizations and businesses.

“The mission and vision statements, along with a new staff motto created by City employees, will be used to guide Council and staff in our decisions on a daily basis,” said Mayor Clarke. “We look forward to continuing to serve Orillia and delivering on the goals of our community.”

In early 2019, the City, along with consulting firm, MNP LPP, began a strategic planning process alongside a core service and organizational review to conduct a comprehensive evaluation of the City’s current services and programs, and to establish a vision and plan for the future.

“Undertaking a core service and organizational review concurrently with the strategic planning process provided the opportunity to thoroughly review the current state of the corporation, the services we provide, the needs of our community and our current resources,” said Gayle Jackson, Chief Administrative Officer. “Moving forward, our senior management team will evaluate the recommendations from the reviews in detail and provide Council with potential options and opportunities for implementation.”
