Phase 1

On Aug. 12, 2022, at a special meeting, Orillia Council authorized a change order in the amount of $1.645 million, which amends the contract with the City’s contractor, John Bravakis Enterprises Inc. (JBE). The change order was authorized as a result of legal negotiations between the City and JBE to complete the remaining portions of the contract for the Centennial Drive Phase 1 Reconstruction Project.

Phase 2

The Centennial Drive Reconstruction Project Phase 2 includes construction of local sanitary sewers and watermains on Centennial Drive to service redevelopment in the area, construction of large underground storm water quality control structures to improve the quality of the storm sewer discharge, burying of the existing overhead power lines, and road reconstruction and realignment in the Canice Street/Centennial Drive/Mississaga Street East corridor between Brant Street East and Front Street.

Centennial Drive Phase 2

The Phase 2 contract has been awarded to Arnott Construction.

The Centennial Drive Reconstruction Project Phase 2 includes construction of local sanitary sewers and watermains on Centennial Drive to service redevelopment in the area, construction of large underground storm water quality control structures to improve the quality of the storm sewer discharge, burying of the existing overhead power lines, and road reconstruction and realignment in the Canice Street/Centennial Drive/Mississaga Street East corridor between Brant Street East and Front Street (see Key Map). 

Construction will commence in August, 2022 on Mississaga Street East from Front Street to the Esplanade (Lakeview Avenue) and will last for approximately six weeks to complete the road reconstruction, including the replacement of the existing watermain, sanitary sewer and storm water drainage system. Emergency vehicle access and access to all residences and businesses will be maintained at all times.

January 13, 2023

Arnott Construction continued dewatering, hydro and telecommunications duct work, and infrastructure investigation. Next week, Arnott will recommence sanitary and watermain works on Centennial Drive. Traffic detour D-1 remains in effect. Local businesses are open and can be accessed via Mississaga Street. The bicycle trail between the Waterfront Centre and the Esplanade remains closed.

December 23, 2022

Arnott Construction continued dewatering, sanitary works, hydro and telecommunications duct work, and removal of existing infrastructure. Due to holidays and weather conditions, there will be limited activity within the project limits over the next two weeks. Traffic detour D-1 remains in effect. Local businesses are open and can be accessed via Mississaga Street. The bicycle trail between the Waterfront Centre and the Esplanade remains closed.

December 16, 2022

Arnott Construction continued dewatering, sanitary works, hydro and telecommunications duct work, asphalt removal, and completed installation of an additional dewatering system at Coldwater Street. Dewatering, sanitary works, hydro and telecommunications duct work, and asphalt removal will continue next week. Traffic detour D-1 remains in effect. Local businesses are open and can be accessed via Mississaga Street.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed.

December 9, 2022

Arnott Construction continued dewatering, sanitary works, storm sewer works, hydro and telecommunications duct work, street lighting, and asphalt removal. This work will continue next week as well as the installation of an additional dewatering system at Coldwater Street. Traffic detour D-1 remains in effect. Local businesses are open and can be accessed via Mississaga Street.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed.

December 2, 2022

Arnott Construction continued dewatering, road works, sanitary works, hydro and telecommunications duct work, and removals of existing infrastructure. Base course asphalt on Mississaga Street between Front Street and Centennial Drive was completed. The temporary road at Coldwater Street was closed. Centennial Drive between Mississaga Street East and Tecumseth Street was closed and detour D-1 went into effect. Next week, dewatering, sanitary works, hydro and telecommunications duct work, street lighting works, and removals of existing infrastructure will continue.  Local businesses are open and can be accessed via Mississaga Street.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed. 

November 25, 2022

This week, Arnott Construction continued dewatering, streetlighting installation, and hydro and telecommunications duct work.  Sanitary sewer works, removals of existing infrastructure, and installation of curb on Mississaga Street East between Front Street and Centennial Drive was completed.  Next week, dewatering, road works, sanitary works, and removals of existing infrastructure will continue.  Base course asphalt on Mississaga Street between Front Street and Centennial Drive is anticipated to commence.  This may result in intermittent access disruptions. The temporary detour road on Coldwater Street (D-5) will be closed and detour D-1 with be in effect. Local businesses are open and can be accessed via Mississaga Street.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed.

November 18, 2022

This week, Arnott Construction continued dewatering and completed the storm sewer installation.  Commencement of streetlight installation and road works took place, as well as video and flushing.  Next week, dewatering, sanitary works, streetlight installation and road works will continue. Curb installation on Mississaga Street between Front Street and Centennial Drive is anticipated to commence. This will result in brief intermittent access.  Crews will also continue hydro and telecommunication duct installation. Traffic Detour (D-5) is in effect.  Access to local businesses will be directed during working hours by on-site personnel based on daily construction activity.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed.

November 14, 2022

Arnott Construction will be continuing dewatering, storm sewer installation and removals of existing infrastructure and will be working towards completing the sanitary sewer installation. Streetlighting installation and road works is anticipated to begin this week.

November 4, 2022

Arnott Construction continued dewatering, installation of the sanitary sewer main and Hydro and telecommunication duct installation.  Next week, this work will continue, along with the storm sewer installation works. Sidewalk closures will continue to occur at various locations along Mississaga Street within the work zone.  Traffic Detour (D-5) is in effect.  Access to local businesses will be directed during working hours by on-site personnel based on daily construction activity.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed. 

October 28, 2022

Arnott Construction commenced the watermain commissioning and work on the sanitary sewer main.  Hydro and telecommunication duct installation continued.  Next week, this work will continue, along with the commencement of the storm sewer installation. Sidewalk closures will continue to occur at various locations along Mississaga Street within the work zone.  Traffic Detour (D-5) is in effect.  Access to local businesses will be directed during working hours by on-site personnel based on daily construction activity.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed. 

October 21, 2022

This week, Arnott Construction continued with dewatering.  The watermain installation at Mississaga Street East to Centennial Drive at Coldwater Street was completed.  Beginning October 24, sanitary sewer main installation will commence.  Hydro and telecommunication duct installation will continue.  Sidewalk closures will continue to occur at various locations along Mississaga Street within the work zone.  Traffic Detour (D-5) is in effect.  Access to local businesses will be directed during working hours by on-site personnel based on daily construction activity.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed. 

October 14, 2022

Arnott Construction continued with dewatering and installation of the watermain (Mississaga Street East to Centennial Drive at Coldwater Street).  The watermain installation is anticipated to be complete next week.  Watermain commissioning, commencement of sanitary sewer main, hydro and telecommunication duct installation will begin next week.  

Sidewalk closures will continue to occur at various locations along Mississaga Street within the work zone.  Traffic Detour (D-5) is in effect.  Access to local businesses will be directed during working hours by on-site personnel based on daily construction activity.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed. 

October 7, 2022

Arnott Construction continued with dewatering and installation of the watermain.  This work will continue the week of October 11, 2022.  Sidewalk closures will continue to occur at various locations along Mississaga Street within the work zone.  Traffic Detour (D-5) is in effect.  Access to local businesses will be directed during working hours by on-site personnel based on daily construction activity.  The bicycle trail between the Waterfront Centre and the Esplanade remains closed.

September 30, 2022

Arnott Construction has commenced the watermain installation and installation of temporary streetlighting.  Arnott will be continuing this work next week.  The bicycle trail between the Waterfront Centre and the Esplanade is now closed.  Sidewalk closures may continue to occur at various locations within the worksite.  Businesses remain open – access to local businesses will be directed during working hours by on-site personnel based on daily construction activity.  

September 23, 2022

Arnott Construction has begun dewatering.  The dewatering subcontractor (Aquatech) will be onsite working Saturday, September 24. Dewatering will continue next week.  New infrastructure installation will commence next week.  Sidewalk closures may continue to occur along Mississaga Street East within the work zone.  Businesses remain open and are accessible via Mississaga Street East.  

September 16, 2022

Arnott Construction has commenced the traffic detour via Coldwater Street in the construction area, along with removal of asphalt, curb, sidewalk pavers, topsoil and other existing surface features.  Infrastructure investigation has commenced along with dewatering mobilization.  Beginning Monday, September 19, 2022, Arnott will continue the installation of project signage, removal of existing infrastructure/topsoil and commence dewatering.

With the Traffic Detour in effect, please access businesses via Mississaga Street East.  The bicycle trail between the Waterfront Centre and the Esplanade is now closed.

September 9, 2022

Beginning Monday, September 12, 2022, Mississaga Street East between Front Street North and Centennial Drive will be open to Local Traffic Only.  To accommodate this, a temporary road will be located at Coldwater Street to provide access to Centennial Drive. Please follow D-5 Detour Signage. Businesses remain open and on-site personnel will assist customer traffic.  Sidewalk closures may occur at various locations along Mississaga Street East within the working area.  

September 2, 2022 

Boat Launch Parking:

New temporary boat trailer parking is now available in the boat launch parking lot off Centennial Drive in Orillia.  

Due to Phase 2 of the Centennial Drive Reconstruction Project, boat trailer parking will be impacted at the former CPR right-of-way. As a result, for the remainder of the 2022 boating season, boat trailers can be parked in the Centennial Boat Launch parking lot. Additional parking has also been made available on the shoulder of the west shoulder of Centennial Drive (see Key Map).

A designated parking area for regular vehicles will remain available within the Couchiching Parking Lot (boat launch lot). Parking in the waterfront lots remains available at no cost at this time.

Construction:

Beginning September 5, 2022, Arnott Construction will be continuing the mobilization of equipment and materials and the installation of traffic control signage.  Removals of existing streetlighting within the project limits along with removal of topsoil will occur.

August 26, 2022

Beginning August 29, 2022, Arnott Construction will begin mobilization of site trailers, equipment and materials.  Set up of traffic control signage, infrastructure investigation, as well as removals of existing infrastructure will begin.  As site setup begins, boat trailer parking will be impacted (former CPR right-of-way).  Both the Centennial Boat Launch Parking Lot and the Port of Orillia Parking Lot will not be affected and will remain open.  As the project progresses, updates will be provided on the City’s website and social media channels, including further information about traffic and parking impacts and alternative options for boat launch users.

 July 29, 2022
The second phase of the Centennial Drive Reconstruction Project is beginning in August. The City’s contractor, Arnott Construction, is mobilizing and completing preliminary work. Breaking ground and heavy construction is anticipated to occur later in August. Please note that when heavy construction begins, users of the boat launch facility in Centennial Park will be impacted by the construction activities, as parking on the former rail bed will not be available. As the project progresses, updates will be provided on the City’s website and social media channels, including further information about traffic and parking impacts and alternative options for boat launch users.

 June 23, 2022 - Phase 2 of Centennial Drive Reconstruction Project begins in August
Centennial Drive Phase 1

Construction activities related to the Centennial Drive Phase 1 Reconstruction Project are anticipated to recommence this August. 

On Aug. 12, 2022, at a special meeting, Orillia Council authorized a change order in the amount of $1.645 million, which amends the contract with the City’s contractor, John Bravakis Enterprises Inc. (JBE). The change order was authorized as a result of legal negotiations between the City and JBE to complete the remaining portions of the contract for the Centennial Drive Phase 1 Reconstruction Project. The change order for the contract is subject to execution by both parties, which is anticipated to be completed within the next week.

It is anticipated that once the change order for the contract is executed by both parties, JBE will remobilize its workforces and be onsite within a week. When JBE remobilizes, residents can expect to see a hub of activity on site. 

  • Pumping out the existing ground water from the existing sanitary sewage pump station wet well excavation.
  • Temporarily removing the existing dewatering equipment within the existing sanitary sewage pump station wet well excavation.
  • Filling the existing excavation with temporary granular materials to support a drill rig.
  • Drilling/installing ground anchors into the underlying bedrock below the planned bottom elevation of the sanitary sewage pump station wet well.
  • Installing new dewatering equipment within the existing sanitary sewage pump station wet well excavation.
  • Reactivating the dewatering equipment and excavating the temporary granular fill material from within the sanitary sewage pump station wet well excavation site.

February 3, 2023

The reinforced mud-slab will be complete by the end of the week, which will enable construction of the building to commence. Weather permitting, the concrete forming of the pumping station structure will begin on Tuesday February 7.  Outside pipe work will also begin next week.

J.B. Enterprises completed excavation for the pump station. Steelworks for the mud-mat are scheduled for next week. The concrete pour is anticipated to be completed by the end of next week.

January 20, 2023

J.B. Enterprises completed the second tier bracing (whalers). Dewatering and full excavation to the base slab will continue next week. Rebar installation is anticipated to begin the following week.

January 13, 2023

J.B. Enterprises is scheduled to complete welding of the lower structural bracing this weekend. The last few metres of excavation, with possible additional grout injection, will begin on Monday, January 16th.

January 6, 2023

J.B. Enterprises completed the installation of outside deep wells. Digging of shaft inside the deep well has begun, and excavation to second tier bracing will continue.

December 16, 2022

J.B. Enterprises continued the second stage of dewatering installation. Excavation will recommence on January 3, 2023.

December 9, 2022

J.B. Enterprises continued excavation of the pump station site and dewatering.  Next week, the second stage of dewatering will be set up and the second tier of bracing will be installed. 

December 2, 2022

J.B. Enterprises has commenced dewatering and excavation to enable installation of lower supports. Installation of lower supports is anticipated to begin mid-next week.

November 18, 2022

J.B. Enterprises has completed drilling anchors at the pump station.  Sub-contractor Hoelscher will set up the dewatering and start the gradual process of turning on the pumps.  Excavation will begin early next week at the site. 

November 14, 2022

J.B. Enterprises is continuing with micropile anchor installation.  Dewatering is anticipated to begin mid-week.  

November 4, 2022

J.B. Enterprises is continuing with micropile anchor installation.  Dewatering commissioning and commencement will begin after this work has been completed, followed by excavation of the pumphouse.

October 28, 2022

J.B. Enterprises is continuing with micropile anchor installation, which is 75% complete.  Site housekeeping continues daily, along with continuous monitoring of erosion controls, traffic controls and vibration monitoring.  Dewatering commissioning is anticipated for late next week. 

October 21, 2022

This week, J.B. Enterprises continued with micropile anchor installation.  This work will continue next week.  Upon completion of the anchor installation, the dewatering system will be operational, followed by excavation.

October 14, 2022

Work continues on Phase 1 with subcontractor Maple Site Solutions drilling anchors and injecting grout at the pump station site.  This will continue through next week.  After that work has been completed, Hoeschler Ferrer will flush out the deep wells and install the pumps. 

October 4, 2022

The Contractor, J.B. Enterprises, has completed the deep well installation. This week the base slab rock anchor installation will begin. Once completed, dewatering pumps will be installed in the wells. Excavation will begin in approximately two weeks, dependent on the anchor installation. 

September 23, 2022

The Contractor, J.B. Enterprises, is continuing with sanitary by-pass works as well as installation of deep wells. This work will continue next week.  The site is being monitored and maintained daily. 

September 19, 2022

The Contractor, J.B. continues this week with drilling and installation of the deep wells.  This work will continue for approximately 10 working days.  The site is being monitored and maintained as required with public safety being of primary concern.

August 26, 2022

The Contractor, J.B. Enterprises Inc., has mobilized a crew to restart Phase 1 of the Centennial Drive Reconstruction Project. A water sample from the excavation site was collected and sent to the lab to determine the methodology of how to dispose of the discharge. After the City receives these results early next week, discharge will commence for approximately four days and further bracing will be installed, which will allow for dewatering and excavation to commence.

The Contractor, J.B. Enterprises Ltd. is anticipated to re-start construction on Monday, August 22, 2022, of the sanitary sewage pump station, road reconstruction of approximately 220m and placement of a sanitary sewer on the Esplanade.  Normal working hours will be limited to 7:00 a.m. – 9:00 p.m., Monday to Saturday.

PHASE 2 - Mississaga Street East between Front Street North and Centennial Drive

Mississaga Street East between Front Street North and Centennial Drive will remain open to Local Traffic Only as of Wednesday November 30, 2022. The temporary detour located at Coldwater Street that provided access to Centennial Drive is now closed. Further access is available through Tecumseth Street and Centennial Drive.

The Esplanade between Elgin Street and Mississaga Street East will be closed to facilitate road works.  The road will be closed to all traffic, however, emergency and pedestrian access will be maintained.

Overview

 Background
The City of Orillia initiated a Municipal Class Environmental Assessment (Class EA) and detailed design study in May 2016 for the proposed re-alignment of Centennial Drive to enhance traffic operations and to promote active transportation (walking, cycling, etc.) and vehicular traffic connectivity between the downtown core and the waterfront.  This in turn furthers the objective of the Downtown Tomorrow Plan (Sept. 2012).  A Public Information Centre (PIC No. 1) was held November 9, 2016 as part of Phase 2 of the Class EA process to present alternative solutions under consideration.  Following that meeting and the receipt of public and agency input, the City authorized an expansion of the study area and scope of work in February 2017. 
 The Project

The initial scope of study included the re-alignment of Centennial Drive / Canice Street from Brant Street to Elgin Street and the extension of Coldwater Street from Front Street to Centennial Drive.  This was expanded to include:

  • the reconstruction of Mississaga Street East from Front Street to Centennial Drive;
  • the extension/reconstruction of Colborne Street East from Front Street to the Esplanade; 
  • the reconstruction of Elgin Street from Front Street to Scott Street;
  • the relocation of the trunk sanitary sewer from the waterfront area to Front Street;
  • the construction of a new local sanitary sewer system, including pump station, in the waterfront area. 
 Public Information Centre No. 1A
Further to PIC No. 1 held in November 2016, a second meeting identified as PIC No. 1A was held to provide an update on the project and to revisit Phase 2 of the Class EA process and the alternative solutions developed to address the identified deficiencies.  PIC No.1A was held on Thursday, November 9th, 2017.

Public Information Centre No. 2

Following a review of comments received from PIC No. 1A, the City of Orillia has selected Alternative 3 (as presented at PIC 1A) as the Preferred Solution for Centennial Drive which proposes that the alignment of Centennial Drive generally follow the existing alignment between Mississaga Street East and Neywash Street and then curve to the west to follow the former railway right-of-way.  The Preferred Solution selected to address the sanitary sewer servicing deficiencies proposes that a new pump station be constructed on the east side of Cedar Island Road.

As part of Phase 3 of the Class EA process, a drop-in style Public Information Centre (PIC) was held in May 2018 to allow all interested parties an opportunity to review the alternative design concepts developed for the Preferred Solutions and to discuss the project further with the study team. 

Following a review of comments received from PIC No. 2, the City of Orillia has selected the preferred design for the project.  Key components of the preferred design include:

  • An alignment of Centennial Drive that generally follows the existing alignment between Mississaga Street East and Neywash Street and then curves west to follow the former railway right-of-way with closure of the northerly entrance to the Centennial Drive boat launch ramp parking lot all as per the Option 2 Roll Plan displayed at PIC No. 2.
  • A new Pump Station on the east side of Cedar Island Road complete with emergency storage and an interior diesel generator.
