Effective September 12, 2022 the Province of Ontario opened bivalent COVID-19 booster shot bookings for vulnerable populations. All Ontarians aged 18+ will be eligible to book an appointment for the bivalent booster shot starting Sept. 26. Read the full news release.

City Facilities

The City of Orillia continues to adapt its processes to provide services to the community during the COVID-19 pandemic.

Public health encourages residents to assess their own level of risk when out in public and take appropriate precautions. Those who are at higher risk of serious illness from COVID-19 and other infections are encouraged to continue to wear a mask.

City Services

 

Barbecues in City Parks
At its meeting on June 6, 2022, Council approved an amendment to the City’s Parkland By-law to begin allowing barbecues, camp stoves and smokers in City parks again effective immediately. The by-law had been previously amended in 2021 to mitigate issues in City parks as a result of overcrowding. Residents and visitors are reminded that cooking oils and charcoal briquettes must be taken with you when you leave the park. Please do not dispose of cooking oils or briquettes on the grass or in City waste containers within the parks.
Recreation & Culture Programming

Recreation Programming and Facilities

In line with provincial measures, proof of vaccination requirements are no longer required at Orillia recreation facilities.

Common amenities, including showers, lockers, and change rooms, are available for use at the Orillia Recreation Centre and Rotary Place. Effective March 21, 2022, face masks are no longer mandatory.

Orillia Opera House

Stephen Leacock Museum

Parking

Waterfront Parking in Orillia 

As the municipal state of emergency was lifted and there are no longer restrictions related to gathering or travel within the province, the City has returned to pre-pandemic parking requirements. At this time there are no fees for parking at Orillia waterfront parks or the use of City of Orillia boat launches.

A Waterfront and Downtown Area Traffic and Parking Study is currently underway, which will include recommendations for the future related to parking, such as the number of parking lots, spaces and their locations, along with parking management strategies, such as pricing, timing and availability. Parking surrounding the waterfront will also be impacted by the Centennial Drive Phase 2 Reconstruction project starting later this summer. Customers can pay and manage their parking sessions using the City’s mobile parking application Passport Parking.   

Waste Diversion Site and Collection

Curbside Collection

  • The City’s curbside garbage, recycling and green bin collection programs continue with no current restrictions:
    • To minimize the collection drivers’ direct contact with peoples’ waste, residents are asked to please place smaller bags into one large bag and seal before placing curbside.
    • Residents are asked to maintain a 2 metre social distance from the collection crew for everyone’s safety.  Your cooperation is appreciated. 
  • Please remember to dispose of disinfecting wipes, baby wipes and personal wipes in the garbage. Never flush wipes down the toilet. They can cause blockages and impact the operations of the City’s Wastewater Treatment Plant

Waste Diversion Site

The Waste Diversion Site remains open to the public.

The Waste Diversion Site, 100 Kitchener St., is open Monday to Friday, 8:30 a.m. to 4:30 p.m. and Saturday 8:30 a.m. to 1 p.m.

The following restrictions are in place at the Waste Diversion Site:

  • Please try to limit bringing in items that can be set at the curb like recycling and small loads of tagged garbage.
  • While in the lineup of vehicles to get into the landfill, all residents must stay in their vehicles.
  • Visitors must follow safety precautions and staff instructions. Above all else, please act safely, responsibly and respectfully.

Orillia Transit

Updated June 10, 2022

In line with the provincial COVID-19 legislation, masking on Orillia Transit is no longer required for riders effective at midnight on Saturday, June 11, 2022.

Tax and Water Bill Payments

The City of Orillia City Centre is open to walk-ins. Payments for both tax and water bills can also be done online or via telephone banking. A drop slot is also available for payment, located outside 50 Andrew St. S. 

Marriage Licences

The Orillia City Centre is open to walk-ins. Appointments for Marriage Licence applications are still available to book by visiting orillia.ca/onlineservices.

Building Permits

COVID-19 Emergency Measures Information

City of Orillia State of Emergency

In line with the further easing of provincial COVID-19 public health measures, the City of Orillia’s local state of emergency was terminated effective March 1, 2022. Read the full news release here.

The state of emergency was declared on March 20, 2020, by Mayor Clarke in response to the COVID-19 pandemic and provided the City with the flexibility and streamlined decision making processes through the City’s Emergency Control Group to quickly respond and provide support to residents and businesses where needed. By terminating the state of emergency, the City’s Emergency Management Committee and Primary Emergency Control Group deactivated; however, the City’s Senior Leadership Team and Council continue to monitor impacts and manage and respond to COVID-19.

The City of Orillia COVID-19 Emergency Measures By-law ended with the termination of the municipal state of emergency effective March 1, 2022.

Province of Ontario Emergency Measures 

The Province of Ontario is gradually easing public health measures. Read the full news release from the Province here.

Effective March 21, 2022 most masking mandates have ended, except for public transit, long-term care, retirement homes and other health-care settings, shelters, jails, and congregate care and living settings.

Effective March 28, 2022, the Reopening Ontario Act (ROA) expires.

Effective June 11, 2022, masking requirements in all remaining settings will be removed.

COVID-19 Public Health Information

Proof of Vaccination Requirements

In line with provincial measures, proof of vaccination requirements are no longer required at Orillia recreation and culture facilities. Visitors are asked to self-screen for COVID-19 symptoms before visiting a City facility and to stay home if they are ill. Public health encourages residents to assess their own level of risk when out in public and take appropriate precautions. Those who are at higher risk of serious illness from COVID-19 and other infections are encouraged to continue to wear a mask.

As public health and health care indicators continue to improve, effective March 1, 2022, the Province lifted capacity limits in all indoor public settings and remove proof of vaccination requirements. 

Effective March 21, 2022, masking requirements in most settings have been removed, though individuals can continue to wear masks, and regulatory requirements for businesses will be removed, including passive screening and safety plans.

COVID-19 Assessment Centre

Effective Aug. 11, 2021, the Couchiching Ontario Health Team (OHT) COVID-19 Assessment Centre was re-located back to the Kiwanis Building at Orillia Soldiers' Memorial Hospital. For more details, please read the news release issued June 30, 2021.

Updated COVID-19 Isolation Guidelines

As announced on March 9, 2022, the Province has updated COVID-19 isolation guidelines to minimize the impact to workers and families, while ensuring that the highest risk settings continue to be protected. Orillia Business Support Organizations
  • The Orillia Area CDC has an extensive business resource page showcasing the various programs being offered at the local, regional, provincial and federal level, including its recently announced Digital Innovation & Transformation Loan
  • Orillia District Chamber of Commerce offers a variety of resources and services to help navigate through the COVID-19 pandemic
  • Downtown Orillia Management Board has created a Digital Mainstreet program to help downtown businesses develop content and deliver service digitally.
  • Orillia & Lake Country Tourism are providing support to restaurants by promoting which restaurants are available for take-out and delivery
  • The Economic Developers Association of Ontario (EDCO), Tourism Industry Association of Ontario (TIAO) and the Ontario Business Improvement Area Association (OBIAA) have developed a partnership to explore solutions to support Ontario businesses. This included sending a letter on April 14, 2020 to senior provincial and federal ministers. The letter includes three practical steps that government can take to counter the current unparalleled threats to businesses and jobs.

 Community Assistance Program
 In addition to declaring a State of Emergency, the following measures were put in place to assist Orillia citizens, businesses, and community organizations who are affected by the COVID-19 pandemic: 
  • Establish an emergency fund of $100,000 to be distributed to critical lead service providers on an as-needed basis, to be determined and administered through a review process of a review panel consisting of the Mayor/Coun. Lauer, the Chief Administrative Officer and City Treasurer.
  • Waive Orillia Transit fees until July 5, 2020. (read more about changes to Transit Service).
  • Waive tax penalty through to July 31, 2020.
    • Includes both residential and businesses.
    • Suspension of all water shut-offs due to non-payment of water bills until Sept 30, 2020.
    • Non-Sufficient Funds (NSF) charges waived for any pre-authorized payment plan until the end of July 31, 2020 (you may still incur charges by your bank).
  • Waive water and sewer penalty through to Sept 30, 2020.
    • Includes both residential and businesses.
  • Waive parking fees through to July 5, 2020.
  • Defer implementation of the Municipal Accommodation Tax (MAT) from April 6, 2020 to Sept. 1, 2020.
  • Defer the second annual intake of the Downtown Tomorrow Community Improvement Plan (DTCIP) from the last day of April to the last day of June, 2020.
  • One bag of untagged garbage allowed per household until July 5, 2020.
  • Established the Economic Recovery Task Force to plan and develop measures to help the local economy recover moving forward.
  • One-million dollars set aside for COVID-19 related social and economic recovery efforts.
  • No upfront deposit for summer day camp registration (running of summer day camps in Orillia is still uncertain as we await direction from the province and our local health unit). 
  • Launched #OrilliaCares campaign to share community acts of kindness.
 Orillia Online Initiative
 The Economic Recovery Task Force (ERTF) has reviewed significant consultation to date and have identified the need to assist local businesses in adapting their customer interface to include the online sale of products and services. This will not only allow these businesses to have a continued revenue stream during the current economic restrictions, but will also strengthen these businesses so that they can diversify their service delivery models on a long term, continued basis.

The Downtown Orillia Management Board, CDC and Chamber of Commerce have already quickly adapted their existing programs to offer online webinars, loans programs and one-on-one support. The ERTF is proposing to complement these efforts through a 6-pronged “Orillia Online” initiative. (Please note that some components are dependent upon future budget approval).

 It Matters Now, More Than Ever!

The City of Orillia’s Economic Recovery Task Force (ERTF) is pumping up the volume on ‘Shop Local’ messaging, encouraging residents to support businesses in the region during and post COVID-19.

“Small business is the lifeblood of our local economy. We know that many of those businesses are hurting right now because of COVID-19,” said Mayor Steve Clarke. “Local businesses support and serve your families every day, through community and sports sponsorships, donations and much more. Stay Safe – Shop Local. Now More Than Ever, It Matters!”

In an effort to protect the health and well-being of citizens by preventing the spread of the coronavirus, the Province had deemed many businesses as non-essential. This required many businesses to temporarily close or drastically cut back. As a result, their ability to generate revenue was gone, but many still face ongoing costs.

As the economy continues to open up again under Provincial guidelines, more businesses are looking to resume operations. Local consumers are encouraged to renew their relationships with their favorite local service providers in a safe manner.

Without your support, many local businesses may not survive!

Ensuring the safety of local residents and workers remains the top priority of the City. While shopping locally is needed, it’s important that it’s done responsibly.

 On-Street Dining Initiative
The Economic Recovery Task Force is exploring how the public realm (city streets and sidewalks) could be used to support the reopening of businesses. Consultations were conducted and proposals were put forward to the City of Orillia Council on June 17, 2020 and June 30, 2020.

Community Support

Throughout the COVID-19 pandemic, the City of Orillia has adapted services and community assistance measures accordingly. Past measures include:

  • The City’s Be Kind campaign, encouraging the community to “Be Kind.”
  • The #OrilliaCares initiative to share community acts of kindness.
