The current term of office for elected officials in the offices of Mayor, Councillor and School Board Trustee is December 1, 2018 to November 14, 2022.  The next regular municipal election is Monday, October 24, 2022.  As the 2022 Municipal Election approaches, this webpage will be updated as information becomes available. Offices To Be Elected

Mayor
 One to be elected by all electors in the City of Orillia
City Councillors
 Eight to be elected, two in each of the four wards
School Board Trustee

Supporter refers to the school board to which the school board portion of your taxes is provided.  The default is the English Public School Board.  In order to support any school board, other than English Public, you must direct your taxes to the appropriate school system.  Please contact the Municipal Property Assessment Corporation (MPAC) for further information on how to make this change at 1-866-296-6722.

 

English Public School Board (Trustee, Simcoe County District School Board)

This is the default - unless an individual qualifies as a supporter of another school board they will cast a ballot for position of Trustee on the Simcoe County District School Board.

One to be elected by all English public school electors in the City of Orillia and Township of Ramara.

To qualify you must be a public school supporter.

English Separate School Board (Trustee, Simcoe Muskoka Catholic District School Board)

One to be elected by all English separate school electors in the City of Orillia and the Townships of Ramara, Severn and Oro-Medonte. 

To qualify you must be a Catholic school supporter and Roman Catholic.

French Public School Board (Counseller(ere), Conseil scolaire Viamonde)

One to be elected by all French public school electors within the counties of Simcoe, Bruce, Grey and Dufferin.

To qualify you must be a public school supporter and have French-language education rights.

French Separate School Board (Counseller(ere), Conseil scolaire catholique MonAvenir )

One to be elected by all French separate school electors within the area defined by the Board as the Region of Simcoe-Muskoka. 

To qualify you must be a Catholic school supporter, Roman Catholic and have French-language education rights.

Voter Information

Who Can Vote? 
An individual may vote in the City of Orillia municipal election if, on Voting Day, they are:
  • a Canadian citizen; and
  • at least 18 years of age; and
  • an owner or tenant of land in the City of Orillia; or
  • a spouse of an owner, or tenant of land in the City of Orillia; and
  • not prohibited from voting under any law.

Note:  An individual can only vote once in the City of Orillia municipal election, regardless of the number of properties owned or rented by the individual in the City. Additionally, an individual must vote in the ward where they reside.

An individual owning or renting non-residential property in the City, or their spouse, is eligible to vote for Council representation, but is not eligible to vote in a school board election. 

Properties owned or tenanted by corporate entities or businesses are not included on the Voters' List.  To be eligible to vote and individual must own or lease the property in their own name.

Post-Secondary Students
Section 2(2.1) of the Municipal Elections Act, 1996 permits post-secondary students to vote in both the City of Orillia municipal election and the municipal election conducted in their "home" municipality, provided they are residing in the City of Orillia to attend a post-secondary institution and intend to return to their "home" municipality at the conclusion of their studies.
Who Can Vote in a School Board Election?
An individual may vote in a school board election if, on Voting Day, they are:
  • a Canadian citizen; and
  • at least 18 years of age; and
  • an owner or tenant of residential property in the City of Orillia; or
  • a spouse of a resident, owner or tenant of residential property in the City of Orillia; and
  • not prohibited from voting under any law.

Note:  If you are eligible to vote in the City of Orillia municipal election as a result of ownership or tenancy of commercial property, you are not eligible to vote in a school board election.

Am I on the Voters' List?

Individuals seeking to confirm or update information for voting may visit Voterlookup.ca, contact the Municipal Property Assessment Corporation (MPAC) at 1-866-296-6722 or, after September 1, 2022, visit the Orillia City Centre, 50 Andrew Street South.

Not on the Voters' List

Individuals who are not on the Voters' List must complete an Application to Amend the Voters' List form which is available through the Clerk's Office between September 1, 2022 and October 24, 2022.  

Completed forms may be submitted for approval to the Clerk's Office, at any Advance Voting Day, or at the Voting Location on Voting Day.  Each individual submitting a form for approval will be required to present identification showing their name and qualifying address.  A list of acceptable identification is available below.

Just Moved
Each person only has one permanent residence.  An individual is required to vote at the address where they currently reside at the time of voting.
People without housing
If a person has no permanent lodging place, their residence is determined to be the place where the person most frequently returned to sleep or eat during the five weeks preceding the determination.

Voter Notifications - to be mailed in September

Each household will receive a Voter Notification envelope containing letters for each eligible elector in the household.  These individual cards display a unique barcode that can be scanned at the voting locations. For a more streamlined voting experience, bring the letter displaying your name with you to the voting location, along with acceptable identification.  

These Voter Notification envelopes will be mailed in September to all electors that appear on the Voters' List and will provide dates, times and locations for voting at the Advance Vote Days and Election Day.  Be sure to check the voting location for the specific date you are choosing to vote.

Voter Identification

When attending at a voting location, each elector is required to supply identification verifying their identity and entitlement to vote. Electors need to provide one (1) piece of identification containing the individual's name and qualifying address, which is included in the list below or will be required to complete a Declaration of Identity affirming their identity and entitlement to vote at the voting location:

  • An Ontario driver's licence
  • An Ontario Health Card (photo card)
  • An Ontario Photo Card
  • An Ontario motor vehicle permit (vehicle portion)
  • A cancelled personalized cheque
  • A mortgage statement, lease or rental agreement relating to property in Ontario
  • An insurance policy or insurance statement
  • A loan agreement or financial agreement with a financial institution
  • A document issued or certified by a court in Ontario
  • Any other document from the government of Canada, Ontario or municipality in Ontario or from an agency of such a government
  • A document from a Band Council in Ontario established under the Indian Act (Canada)
  • An income tax assessment notice
  • A Child Tax Benefit Statement
  • A Statement of Employment Insurance Benefits Paid T4E
  • A Statement of Old Age Security T4A (O.A.S.)
  • A Statement of Canada Pension Plan Benefits T4A (P)
  • A Canada Pension Plan Statement of Contributions
  • A Statement of Direct Deposit for Ontario Works
  • A Statement of Direct Deposit for Ontario Disability Support Program
  • A Workplace Safety and Insurance Board Statement of Benefits T5007
  • A property tax assessment
  • A credit card statement, bank account statement, or R.R.S.P., R.R.I.F., R.H.O.S.P. or T5 statement
  • A C.N.I.B. Card or a card from another registered charitable organization that provides services to persons with disabilities
  • A hospital card or record
  • A document showing campus residence, issued by the office or officials responsible for student residence at a post-secondary institution
  • A document showing residence at a long-term care home under the Long-Term Care Home Act, 2007, issued by the Administrator for the home
  • A utility bill for hydro, water, gas, telephone or cable T.V. or a bill from a public utilities commission
  • A cheque stub, T4 statement or pay receipt issued by an employer
  • A transcript or report card from a post-secondary school

Taking Time off Work to Vote

(as provided by the Ministry of Municipal Affairs and Housing 2022 Voters' Guide)

"You are entitled to three hours in which to vote on voting day. This does not mean you can take three hours off work. It means you’re allowed to be absent to give yourself three hours of voting time.  Typically this is at the start or end of your working hours. For example, voting hours are normally from 10 a.m. to 8 p.m. If your working hours are from 10 a.m. to 6 p.m., you are entitled to leave one hour early so that you would have from 5 p.m. to 8 p.m. to vote.  Your employer may decide when it would be most convenient for you to be absent in order to vote. For example, if you work from noon to 6 p.m., your employer may decide that you should come in at 1 p.m., rather than leave work at 5 p.m."

Election Accessibility

The City of Orillia is committed to ensuring that everyone can fully participate in the election process, regardless of their abilities. To that end, the 2022 Municipal Election incorporates policies and processes to ensure that:

  • All electors have full and equal access to all election information and services;
  • Voting locations are fully accessible;
  • Voters are able to vote independently and privately using accessible voting technologies or access alternative methods of voting assistance if desired; and,
  • Voters are encouraged to contact the Clerk's Division in advance to arrange for voting assistance.

The City of Orillia has prepared a Candidates' Information Guide to assist with candidates' preparations for the 2022 Municipal Election.  Note:  This guide is a living document and may be updated as additional information becomes available from the opening of the nomination period on May 2nd, 2022 until Voting Day on Monday, October 24, 2022.

Third Party Advertising Information

 About...

Third party advertising includes any advertisement in broadcast, print, electronic or any other medium that has the purpose of promoting, supporting, or opposing a candidate or a municipal question on a ballot.

If an individual, corporation or trade union intends to spend money to promote, support or oppose a candidate in the 2022 Municipal Election, they are required to register as a third party advertiser with the City of Orillia Clerk’s Office as per the Municipal Elections Act, 1996.

A third party advertiser cannot spend any money to promote, support or oppose a candidate in the 2022 Municipal Election until their registration is certified by the City Clerk.

Third party advertising does not include:

  • An advertisement by or under the direction of the candidate.
  • Advertising that does not cost money to post or broadcast (e.g. social media activity)
  • Advertising or communication that is delivered to or broadcast by:
    • An individual to their employees
    • A corporation to its shareholders, directors, members, or employees
    • A trade union to its members or employees
 
Eligibility and Requirements 

You are eligible to register as a third party advertiser if you are:

  • An individual normally a resident in Ontario.
  • A corporation that carries on business in Ontario.
  • A trade union that holds bargaining rights for employees in Ontario.

You are not eligible to register as a third party advertiser if you are:

  • A candidate running for the Municipal Election
  • A federal political party registered under the Canada Elections Act (Canada) or any federal constituency association or registered candidate at the federal election endorsed by that party.
  • A provincial political party, constituency association, registered candidate or leadership contestant registered under the Elections Finances Act.
  • A registered third party advertiser who failed to file the necessary financial statement or exceed any of the spending limits in the last municipal election or by-election.

Third party advertisers must identify themselves and provide mandatory information on all advertising. Third party advertisements must contain the following information:

  • The name of the registered third party advertiser.
  • The municipality where the third party advertiser is registered.
  • The contact number, mailing address or email address at which the third party advertiser may be contacted regarding the advertisement.
 
How to Register

The registration period for third party advertisers for the 2022 Municipal Election is open between May 2, 2022 to October 21, 2022, during regular office hours, Monday to Friday (8:30 a.m. to 4:30 p.m.).

Registrations must be filed with the Clerk’s Office by appointment only.  Registrants can make an appointment by clicking here.
