The Orillia Municipal Heritage Committee identifies local structures of architectural and/or historical interest. This can range from an individual property to a whole neighbourhood or district. City Council, the Municipal Heritage Committee, property owner(s) or the public can initiate the designation process. The process includes:
- Detailed report on the heritage significance
- Application to City Council
- Public notice of intention to designate
- Passage of a by-law
- Registering the designation on title

Downtown Heritage Conservation District
Designating the downtown as a Heritage Conservation District (HCD) was included as one of the initial strategic priorities in Orillia's Cultural Plan. A Cultural Forum was held in March 2007 to discuss designation of the downtown. The overwhelming response was positive in favour of pursuing designation. In order to consider merit in moving toward designation, a study, plan, and inventory of the downtown area was undertaken. The study examines the proposed boundaries of the area to be designated and assesses the area from a heritage perspective. The Final Plan provides a detailed monitoring strategy for the designated area, and the inventory includes a description of each building in the study area, identifying specific elements of interest in each building, including the features that must be protected.
