Project Summary |
Location: Laclie Street from Neywash Street to Murray Street |
Project Description The City has completed a Municipal Class Environmental Assessment (MCEA) to consider options for the reconstruction of Laclie Street from Neywash Street to Murray Street to meet traffic demands including active transportation. Reconstruction will also provide the opportunity to replace deteriorated underground infrastructure and extend it where necessary. |
Budget: $750,000 for MCEA and design work. $6,800,000 for Phase 1 Reconstruction in 2023. |
Timeline: The Municipal Class Environmental Assessment (MCEA) was completed in February 2023. Construction of Phase one begins 2023 and will be phased over four years. |

Ongoing Traffic Management - Laclie Street Reconstruction Phase 1
Staff have reviewed the traffic impacts being experienced on Matchedash Street North that are a result of the ongoing Laclie Street (Phase 1) reconstruction project. As a result of the evaluation, staff are proceeding with the following modifications to the traffic management:
Detour Modification:
Alteration of the Laclie Street detour to reroute the Laclie Street arterial road traffic further around the construction zone using other arterial roads (Fittons Road East, West Street North, and Coldwater Street). Please see the below map illustrating the detour route.
Construction Signage Modifications:
Additional Local Traffic Only signs have been installed on Matchedash Street North and Peter Street North to deter traffic from entering those residential neighborhoods.
Traffic Calming Measures:
In an effort to address traffic speed concerns, temporary (for the duration of the current reconstruction project) ‘knock down bollard’ style traffic calming measures on Matchedash Street North will be installed in two locations.
Wayfinding Signage Modifications:
Addition of improved Wayfinding Signage along the revised detour route.
Brant Street and Matchedash Street North – “4 Way Stop”:
Staff’s evaluation has determined that a change to the existing two-way stop located at the Matchedash Street North/Brant Street intersection to an all-way stop is warranted. As a result, staff will proceed to order the required signage, and an amendment to the Traffic and Parking By-law will be included in the August 14, 2023 Council agenda. Installation timing will be dependent on utility locates.

Design Background Information |
Alternative solutions were presented at the April/May 2021 online Public Information Centre (PIC) #1. The Consultant and City staff reviewed the comments received at PIC #1 and arrived at the following recommendation for City Council's consideration: That the Municipal Class Environmental Assessment for Laclie Street proceed based on reconstructing it to a two lane standard with bus laybys but without bike lanes between Neywash Street and North Street East and to a two or three lane standard with bike lanes but without bus laybys from North Street East to a point between North Street East and St. Jean Street as determined through the next phase of the MCEA process and to a three lane standard with bike lanes but without bus laybys between that point and Murray Street. On November 8, 2021, City Council adopted the above recommendation. The Consultant then developed design options for implementing Council's direction as part of Phase 3 of the MCEA process. A second online PIC was held from August 25, 2022 to September 26, 2022 to obtain public comments on the design options. The Consultant and City staff reviewed the comments received at PIC #2 and arrived at the following recommendation for Council's consideration: THAT the Environmental Study Report for the Municipal Class Environmental Assessment for the Laclie Street Reconstruction project be published based on:
On December 7, 2022, City Council adopted the above recommendation. The Environmental Study Report is a document that outlines the process that was followed to arrive at the recommendation. The Environmental Study Report was made available for public comments until February 27, 2023. The tender for the reconstruction of Phase 1 between Neywash Street and Borland Street East has been awarded to Arnott Construction Limited. |
