The City of Orillia's Strategic Plan was adopted by Council on Dec. 12, 2019, and serves as a roadmap for decision making and priority setting in the City of Orillia for the next several years. The themes were established through several planning sessions with Council and staff and various public consultation opportunities this past fall, including an online survey, focus groups, public meeting and visioning boards at public facilities. Each theme includes strategic goals to support the City in achieving its new vision and mission.
Vision
Orillia is progressive and sustainable, offering an exceptional quality of life, vibrant culture, beautiful waterfronts and a compassionate, welcoming and inclusive community.
Mission
The City of Orillia’s mission is to enrich the quality of life for all members of this community by providing professional and progressive services and programs that foster health and wellness, protect the environment, embrace diversity, honour culture and actively explore opportunities for the future.
Staff Motto
The City has also adopted a motto to crystalize the key elements of the mission statement – Proud, Progressive, Professional.
Strategic Plan/Core Service and Organizational Review Project
To conduct a comprehensive evaluation of the City’s services and programs, and to establish a vision and plan for the future, the Strategic Plan was completed alongside a core service and organizational review during 2019. The Strategic Plan was adopted by Council and the findings from the Core Service Review and Organizational Review were received by Council in December 2019. Moving forward, Council will use the Strategic Plan as a guideline for decision making. City staff will evaluate the recommendations from the reviews in detail and provide Council with potential options and opportunities for implementation.

Strategic Plan A strategic plan will assist Council with clearly defining its goals and objectives for the 2018-2022 term of Council and beyond.
Strategic planning sessions took place on July 31 and August 1, 2019 with City staff and Council members to develop a preliminary list of strategic priorities of Council. As part of development of the strategic vision for the City, six themes were identified as important areas of focus:
Community engagement opportunities to garner feedback on the preliminary strategic priorities took place through September and October through focus groups, an online survey, a public meeting and "Your Orillia" Vision Boards. The results of the community feedback and recommendations were brought back to Council in late October to review and adjustments to various elements of the Plan were made. The final Strategic Plan was adopted by Council on December 12, 2019.
