What is Site Plan Control?
Site Plan Control is a tool used to ensure that proposed development is properly planned and will comply with City policies, by-laws and engineering standards in order to have the necessary approvals in place prior to the start of construction.
The applicant is responsible for completing a series of drawings and, if required, studies to help City staff understand and visualize the proposal and to confirm all of the details related to the development.
Depending on the complexity of the development, and most importantly, the quality of the submissions, the site plan process can take between 2 and 8 months to complete.
Preconsultation Fee
Preconsultation is required for Site Plan Control applications. To initiate the mandatory Preconsultation process, you must submit a Concept Site Plan and pay the applicable fee. This Preconsultation is only valid for one year. A new Preconsultation must be submitted and fee paid if the planning application is not received within one year of the Preconsultation.
Minor Site Plan Approval | $255 |
Major Site Plan Approval | $510 |
For concurrent applications, only one fee will be applicable (at the highest applicable rate). City staff will determine if the Preconsultation is Minor or Major for Site Plan Approval.
Streamlined Site Plan Process
Development Services staff have streamlined the Site Plan Application policy creating a more time and cost efficient process.
Revisions to procedures create more up-front communication with applicants, in addition to an easy to read Guide to Site Plan Control, and a Pre-Consultation Package.
Applicants are encouraged to read the Guide to Site Plan Control and other supporting resources prior to scheduling a pre-application consultation meeting with Development Services Staff.
Effective July 1st, 2015, in accordance with the provincially approved South Georgian Bay Lake Simcoe Protection Plan and Clean Water Act, 2006, all potential applicants who plan to submit a permit(s) or application(s) listed below are required to complete a Pre-Application Screening Form prior to the City accepting a permit or application.
Shoreline Development Agreement
The City of Orillia has taken direction from the Lake Simcoe Protection Plan, the Official Plan and Site Plan Control By-law in requiring that some forms of development on lands adjacent to shorelines are subject to a development agreement. The requirement for a Shoreline Development Agreement is triggered by a Building Permit Application for a new dwelling or substantial renovations to an existing dwelling on a waterfront property.
The purpose of a Shoreline Development Agreement is to help avoid, minimize and/or mitigate the impacts of storm water on the quality and quantity of water entering Lake Couchiching and Lake Simcoe, and to prevent erosion while improving the quality of the shoreline.
