Orillia's Stormwater Master Plan was completed in 2016 by Aquafor Beech Limited for the City of Orillia and recommended that the stormwater outfalls at the end of Tecumseth, Neywash and Coldwater Streets be retrofitted with stormwater management (SWM) facilities for quality and quantity control, in addition to consideration of smaller projects within the catchment areas. A combined SWM facility was proposed as a feasible alternative.
Stormwater catchment areas 10, 11 and 12 (see map) collectively cover approximately 200 hectares and form part of the Lake Couchiching Basin Subwatershed.

The originally considered location for a combined SWM facility was to the west of Centennial Drive between Centennial Drive and the 70 Front Street property. An alternate location was proposed as Couchiching Beach Park.
This retrofit was originally slated to be completed in 2022 at an estimated cost of $7.65 million. However, this project may be provided with an accelerated priority to ensure compatibility with concurrent development efforts in the downtown waterfront area. This Study is intended to meet the Class Environmental Assessment and Preliminary Design requirements for the project.
