Mandate and Purpose |
Mandate The mandate shall be to consider matters and provide advice to Council with respect to active transportation, general transportation and traffic, parking, and transit in relation to the City’s diverse needs, overall quality of life and greater multi-modal mobility network. The working group shall consider all matters directed to it by Council, particularly where the resulting advice or feedback would represent City-wide community consultation.
Terms of Reference
Members shall be guided by current adopted plans and studies including, but not limited to:
- City of Orillia Official Plan
- Transportation Master Plan
- Parks and Recreation Master Plan
- Trails Master Plan
- Downtown Tomorrow Community Improvement Plan
- Current studies for Parking, Transit, and other Traffic Services
With respect to Multi-Modal Transportation, the working group shall consider:
- development of interconnected transportation infrastructure and the associated trail system in Orillia
- the use of the trail system including special event permits
- the installation of signage related to the connectivity of the active transportation network
- active transportation and trail linkages with local communities and neighbours (Oro-Medonte, Rama First Nation, Ramara, and Severn)
- other specific traffic or transportation matters referred to the working group by Council (e.g. traffic calming)
With respect to Parking, the working group shall consider:
- matters dealing with revenue-generating parking
- strategies to market and promote the variety of City parking programs
- matters relating to possible land acquisition and parking lots
- the development of municipal parking promotions, time, and rate scheduling and,
- specific matters or special projects referred to the working group by Council (e.g. parking lot beautification)
With respect to Transit, the working group shall consider matters related to public transit and specialized transit including:
- service hours
- fare structure
- route modification/extension/deletion, and/or trials,
- bus shelter location
- transit terminal

Membership, Agency Representation and Staff Resources |
The Transportation and Parking Working is currently composed of twelve (12) members as follows:
- one member of Council,
- six citizen representatives
- one representative nominated from the Simcoe Muskoka District Health Unit
- one representative nominated from Georgian College (Student Experience Office)
- two representatives nominated from Lakehead University (one staff and one student representative)
- one representative nominated from the Downtown Orillia Business Improvement Area (DO-BIA)
Resources City staff resources for the Committee shall be coordinated from the Development Services and Engineering Department - Legislative, Building, Parking and Transit Services Division, as well as the Park Planning and Development Division. Meeting coordination and general administrative support shall be provided by the Corporate Services Department - Council Services Division.

Meetings are scheduled for the fourth (4th) Tuesday of the month with the exception of December, at 5:30PM in the Orillia City Centre.
