Until September 20, 1999, the City of Orillia used the general or at-large voting system where electors voted for a mayor and all eight members of Council. At that time, the Council of the day voted to establish an electoral system to vote for Councillors by wards (two for each of the four wards) using the existing polling subdivisions as shown on the tax roll.
On June 26, 2017, Orillia City Council approved the alteration of the existing four ward boundaries to ensure an effective and equitable system of representation. This modification was as a result of a comprehensive review of the City's Ward boundaries to prepare for the 2018 Municipal Election, undertaken by Watson & Associates.
