The Waterfront Framework Plan is to address land use options and update the Master Plan for the waterfront area around Centennial Park from Mississaga Street to Canice Street. Increasing use of the parklands in this area necessitates a review to ensure that municipal lands are developed in an optimal manner. Using information from the Orillia Waterfront Framework Report (2003), the Official Plan of the City of Orillia (1999) and the June 11, 2008 Public Consultation Meeting, the consultants will make recommendations for optimal usages of this prime waterfront property. This review will include and examine the following:
- Centennial Drive relocation options
- Boat launch ramp design and location options
- Boat launch ramp user parking lot, its function and location
- Adjacent playground area, its options and location
- Trail linkages
- Former rail lands, their uses and functions
- Former Co-op property
The review will also look at existing site features, for example:
- Couchiching Beach Park
- Terry Fox Circle
- Bandstand
- Champlain Monument
- Boat Launch
- Boardwalk and Lightfoot Trail System
- Port of Orillia and Marina
- Veterans Memorial Park
Heritage features, community-held special events, and neighbouring land uses will be addressed. A review will be made of park gateways and vehicular entrances into the park, collector roads, arterial roads, bus routes, trails and boardwalks, parking, and view corridors.
Other issues such as the conflict between vehicles and pedestrians, connections from the community to the waterfront, enhancement of trail routes, rationalization and distribution of parking, the alignment of Centennial Drive, visual connections to the water, and a change in land use will also be evaluated.
Further, the review will have to look at the broader Couchiching Beach Park and Veterans' Memorial Park to ensure there is continuity with the design of the study area and the overall land uses of the entire park.
The outcome will be a design plan for the area with anticipated costs for implementation.
