In Part Two of the Report of the Walkerton Inquiry, Justice Dennis O'Connor recommended that a quality management standard specifically designed for drinking water systems be developed and implemented in Ontario. This led to the creation of the Drinking Water Quality Management Standard (DWQMS or the Standard).
While the adoption of quality management systems is not new to the drinking water community in Ontario, the requirement to implement the DWQMS is now mandated through the Safe Drinking Water Act, 2002 (SDWA).
The Licensing Program is a new approvals framework for municipal residential drinking water systems. In order to be issued a licence, the Ministry of the Environment, Conservation and Parks requires the owner of a municipal residential drinking water system to have the following:
- A Drinking Water Works Permit (DWWP)
- A Permit To Take Water (PTTW)
- An accepted QMS Operational Plan
- An accredited Operating Authority
- A Financial Plan
- Accreditation: Ontario's Drinking Water Quality Management Standard, Version 2
The SDWA requires owners of municipal residential drinking water systems to have an accredited Operating Authority. In order to become accredited, an Operating Authority must establish and maintain a Quality Management System (QMS).
