Parking is important for both residents and visitors. There are more than 1,000 parking spaces on city streets and in municipal parking lots in the downtown core. The City's Development Services and Engineering Department - Legislative Services Division ensures that parking by-laws are followed so that everyone has fair and equal access to parking.

Special Notice Regarding Parking Fees during COVID-19

In an effort to continue supporting local businesses during the COVID-19 pandemic, the City of Orillia is providing free customer parking in municipal pay and display parking lots will be extended during the province-wide shutdown. 

The free customer parking applies to municipal pay and display parking lots only for a time limit of three hours with the exception of Lot 10 that will have a time limit of five hours.  Fees for on-street and municipal permit parking lots remain in effect. 

In past years, the City of Orillia has offered free parking in municipal pay and display lots from mid-November through to Jan. 1. The early commencement in 2020 will further support local businesses during the COVID-19 pandemic. 

The Passport Parking app can be used to pay for on-street parking, but is not required in the pay and display parking lots during the free customer parking period. 

Municipal parking lot permit holders who pre-purchased their permits before March 19, 2020, can transfer their April to August parking permits for an equal number of months up to January 2021. Permit holders who purchased permits for the entire year will be able to exchange their April to August permits for the same number of months in 2021. Parking permit exchanges can be done at Orillia City Centre between Aug. 4 to Dec. 24, 2020.

Accessible Parking 

In order to park in a designated accessible person parking space, you must display an approved Ministry of Transportation Accessible Parking Permit.

The fine for parking in an accessible space without a proper permit is $350.00.

Both on-street and off-street accessible spaces are available in the downtown area.

Parking in any accessible space in the downtown is free, however, parking in any metered space in the downtown requires payment, even if an Accessible Parking Permit is displayed.

Boulevard Parking

Council approved a by-law amendment to allow boulevard parking.  Residents are now able to park their vehicle on their driveway between the sidewalk and the roadway year round.  Set back are in place to ensure that safe sight lines for drivers are maintained and that there is no interference with winter operations.

Monthly Permit Parking

There are a limited number of monthly permit parking spaces available in the City's downtown area parking lots.

Monthly permits are available on a first-come, first-served basis and can be purchased by attending the Orillia City Centre, 50 Andrew Street South (First Floor), Monday to Friday, between 8:30 a.m. and 4:30 p.m.

 

 Things You Should Know

Permit Parking Fee - Interior Lots (Lots #7 and #11) - $60.00 (plus applicable taxes) per month

Permit Parking Fee - Exterior Lots (Lots #3, #6, and #14) - $50.00 (plus applicable taxes) per month

  • A permit entitles users to "Monday to Sunday" use of the permit parking area
  • Permit spaces that are not prepaid at least 30 days prior to the start of the month will be made available to others
  • Permit parking spaces are not guaranteed; Council may remove or re-locate permit parking spaces if deemed necessary
  • Current permits (with month and lot number) must be displayed in the front of your vehicle and be clearly visible through the windshield
 If Parking Lot is Full
If your permit parking lot is full and you need to park at a metered location, call 705-325-2313 and provide your licence plate number and permit number to avoid being ticketed.
 No Overnight Parking
A monthly permit does not entitle parking in the lots between 12:00 a.m. and 7:00 a.m. from November 15 to April 15, with the exception of Lot 1, as per the section below.
Daytime Monthly Permits in Lot 1

Council adopted a staff recommendation to convert 10 pay and display parking spaces in Municipal Lot 1 to ten permit parking spaces.

  • Staff are looking to have the permits available by November 1, 2020.
  • Permits will be available for purchase at City Hall, first floor Treasury.
  • The cost is $60 plus HST per month.
  • These permits will be available on a first come first served basis.
 Refunds
Refunds will only be issued on full month permits prior to the beginning of the month. Please have the permit with you if you are seeking a refund.
 Personal Information Collected

Personal information is collected in accordance with the Municipal Freedom of Information and Protection of Privacy Act, under the authority of the Municipal Act, and will be used by the Clerk's Department and Treasury Department for parking notice changes due to construction, maintenance or closure.

24 Hour Permit Parking in Lot 1

Council adopted a staff recommendation to convert 10 pay and display parking spaces in Municipal Lot 1 to 24-hour permit parking spaces.

  • Permits will be available for purchase at City Hall, first floor Treasury.
  • $1,250 plus HST per year (will be sold on a yearly basis.
  • Permits will be sold on a first come first served basis and will require an application to ensure the need for parking is between the hours of midnight and 7:00 a.m.
  • There is a no parking restriction in these spaces between 7:00 a.m. and 9:00 a.m. from November 15 - April 15.

Parking Regulations
 Overnight Parking

Parking is prohibited on all City streets and lots from November 15 to April 15 from 12:00 a.m. to 7:00 a.m.

This provision is in effect whether it is snowing or not. Your vehicle may be ticketed and towed. The fine for overnight parking during this time is $50.00.

 Fire Routes

You cannot stop or park a vehicle in a designated fire route zone.

Please look for and obey signs when parking in public and private parking lots. The fine for parking in a designated fire route is $100.00.

 On-Street Parking in Residential Areas
Parking is available on many streets throughout the City of Orillia. Please pay attention to posted parking signs for applicable restrictions.

Rates and Time Limits
 
 Metered Parking
The cost for metered parking is $1.25 per hour (on-street) and $1.00 per hour (off-street). On street metered parking has a two hour time limit.
 Pay and Display Parking
Pay and Display parking lots have a minimum 15-minute purchase time $0.25. When parking is needed for longer periods of time, residents and visitors are encouraged to park in the municipal lots which have five-hour or eight-hour time limits.

Please look for posted signage that indicates the time limit in the lots. Unexpired time on a Pay and Display stub can be used at any other municipal Pay and Display parking lot, or metered parking lot in the downtown area.

 Ticket Payments

There are a number of convenient methods for paying a parking ticket/fine.

 Online Payment Option
 You can pay parking tickets online using VISA or Mastercard. It is quick, easy, secure, and available 24 hours a day, 7 days a week by going to the Pay Tickets website.

Things you need to know:

  • A handling fee of $1.50 will be added to online ticket payments.
  • Check your payment carefully to ensure that you are paying the right amount. If you make an error in the payment amount, the payment will be reversed or returned and your ticket will remain outstanding. The handling fee on incorrect online payments is non-refundable.
 Other Payment Options
  •  In person at the Orillia City Centre, 50 Andrew Street South, (First Floor), Monday to Friday, between 8:30 a.m. and 4:30 p.m. Cash, cheque or debit is accepted.
  • By mail: Orillia City Centre, 50 Andrew Street South, Suite 300, Orillia, ON, L3V 7T5.
  • The drop box by the front entrance of the Orillia City Centre.
 Parking Lot Equipment

Parking lot equipment is maintained and monitored by the Clerk's Department - Legislative Services Division.
