As per Chapter 954, City of Orillia owned or leased properties are smoke and vape free (effective May 15, 2019). Smoking or vaping any tobacco, cannabis, e-liquid and herbal material used for waterpipes is prohibited in the following locations owned or leased by the City of Orillia:
- any property upon which is located a municipal building, park or beach
- any parking lot, trail, walkway, or lane
- any dock or pier
- on or within a vehicle located on City-owned or leased property
- on or within a boat located or moored on City-owned or leased property
City of Orillia owned or leased properties include: all municipal properties, City parks, beaches, trails, parking lots, 70 Front St. N. (Metro Plaza), Nordia (2 Hunter Valley Rd.), Port of Orillia, Stephen Leacock Museum, Orillia Opera House and Orillia Public Library.

Smoking/Vaping Exemptions |
Council provided general and specific exemptions to the smoking/vaping by-law which include:
General Exemptions - Person |
- Smoking/vaping on any portion of a highway (see FAQ for more information)
- Smoking/vaping while situated on a vessel containing sleeping, cooking, and toilet facilities that is moored within a City-owned or leased water lot
- Smoking/vaping on a campsite within a park, provided the campsite has been approved by the City in conjunction with a special event
- Entitled to possess cannabis for medical purposes and can provide the necessary documentation immediately upon request of an Officer

Is smoking/vaping allowed on sidewalks? |
The City’s Smoking/Vaping By-law does not apply to sidewalks located adjacent to a roadway, however, the Smoke-Free Ontario Act does prohibit smoking/vaping in public areas (includes the sidewalk area) in the following locations:
- within a nine (9) metre radius of the perimeter of a sidewalk patio
- within 20 metres of any point of the perimeter of the grounds of which a community recreational facility or school is located
- within a bus shelter

Is smoking/vaping allowed in parking lots? |
The City’s Smoking/Vaping By-law prohibits smoking/vaping within a City-owned or leased parking lot. This includes all Municipal Parking Lots on a City-owned property, the Metro Plaza parking lot (70 Front St. N.), and the Nordia parking lot (2 Hunter Valley Rd.).
This By-law applies to individuals smoking/vaping on or within vehicles on all City-owned or leased parking lots.

Why has the smoking/vaping prohibition been introduced? |
Orillia Council is committed to fostering a healthier, greener community. With the legalization of recreational cannabis and the negative effects of smoking and vaping, Council wanted to create public spaces that were smoke and vape free in an effort to provide a welcoming environment that contributes to the overall well-being of our residents and visitors.
City-owned or leased property that is smoke/vape free helps:
- users avoid the effects and irritation of second-hand smoke/vapour
- promote positive role-modeling for youth and reduce the initiation of smoking and vaping among our youth
- increase the number of people who quit smoking
- reduce the amount of litter associated with smoking/vaping
- protect animals and toddlers from ingesting discarded smoking/vaping materials
- address risk of fire from discarded smoking materials
