In 2019, the City of Orillia completed the Multi-Modal Transportation Master Plan (MTMP). The name change from the ‘Transportation Master Plan’ to the ‘Multi-modal Transportation Master Plan’ reflects the increased emphasis on transportation beyond a private vehicle, such as walking, cycling, and public transportation. The MTMP re-evaluates previously planned improvements, and considers and responds to changes in growth, both within the City and in adjacent municipalities since the previous Transportation Master Plan update in 2011. The purpose of this study is to create a city-wide multi-modal transportation plan that not only identifies improvements within the City’s urban areas, but also considers opportunities to integrate the City’s emerging growth areas within and beyond Orillia in a manner that preserves the quality of life and character of the community.
The MTMP was presented to Council for ratification in December 2019. Council received the MTMP and adopted it in principle on December 12, 2019. Thank you to everyone who provided input into the 2019 Plan update. Read the MTMP below.
Multi-Modal Transportation Master Plan (MTMP)
In accordance with the Municipal Class Environmental Assessment Process, a notice of completion was included in the City of Orillia Weekly Bulletin on October 3, 2019.
The previous Transportation Master Plan (2011) provided an assessment of the City’s road network and transportation improvements that were required up to the year 2030. Since the last TMP was released, there have been updates to municipal growth forecasts, changes to municipal policy, and other ongoing transportation initiatives in the community. There is a continuing need to balance infrastructure requirements with the financial resources of the municipality, which is why the City of Orillia initiated a Transportation Master Plan Update to re-evaluate the planned network in relation to changing trends, emerging needs, and new opportunities for multiple modes of transportation including driving, transit, cycling, walking, and recreational vehicles.
The MTMP study was undertaken in accordance with Phases 1 and 2 of the Municipal Class Environmental Assessment Process.

Climate Change Action Plan |
The City of Orillia has officially adopted its Climate Change Action Plan (CCAP), entitled Orillia's Climate Future, in principle. The plan targets Net Zero Emissions for corporate operations by 2040 and Net Zero Emissions for the community by 2050. Orillia's Climate Future charts the course for the municipality to reduce its greenhouse gas emissions and play its part in fighting climate change. |

In accordance with Ontario's Green Energy Act, 2009 (O.Reg 397/11) the City must prepare, publish, implement and make available to the public an energy management plan. The regulation also requires a summary of the annual electric and natural gas consumption and greenhouse gas emissions for City facilities and operations. |
The City of Orillia and its Waste Management Advisory Committee published the City’s 2021 Waste Minimization Plan (WMP) in June 2021. The plan includes feedback from residents on ways the City can reduce waste and increase waste diversion from its landfill site over the next five years.
