NOTICE OF ADOPTION OF AN OFFICIAL PLAN AMENDMENT - SECTION 17(23) OF THE PLANNING ACT
1. TAKE NOTICE that the Council of the Corporation of the City of Orillia passed By-law Number 2025-030 on April 7, 2025 to adopt Official Plan Amendment Number 23, being an Official Plan Amendment relating permitting four dwelling units per residential lot throughout the City, permitting residential uses in the ‘Community Commercial’ designation, and including a Waste Management Plan to the list of potentially required studies for a complete application.
2. PURPOSE AND EFFECT OF THE OFFICIAL PLAN AMENDMENT
The purpose and effect of the proposed amendment to the City’s Official Plan is to permit four dwelling units per residential lot throughout the City, to permit residential uses in the ‘Community Commercial’ designation, and to include a Waste Management Plan to the list of potentially required studies for a complete application.in the City’s Official Plan.

4. OTHER RELATED APPLICATIONS
There is a related Zoning By-law Amendment application with amendments to the City’s Zoning By-law (File Number D14-943).
5. EFFECT OF PUBLIC INPUT
Prior to adopting Official Plan Amendment No. 23, Council considered all submissions made up to the conclusion of the Public Meeting held on March 24, 2025.
6. WHEN AND HOW TO FILE AN APPEAL
An appeal to the Ontario Land Tribunal in respect to all or part of this Official Plan Amendment may be made by filing a Notice of Appeal with the City Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service/ by selecting City of Orillia as the Approval Authority or by mail to 50 Andrew Street South, Suite 300, Orillia, ON, L3V 7T5 no later than 4:30 p.m. on Monday, May 5th, 2025. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca. If the e-file portal is down, you can submit your appeal to planning@orillia.ca. There is also an administrative fee payable to the City of Orillia by cash, debit or cheque in the amount of $10,000 for any appeal filed regarding an Official Plan Amendment.
7. WHEN THE DECISION IS FINAL
The proposed Official Plan Amendment is exempt from approval by the Minister of Municipal Affairs and Housing and is not subject to appeal pursuant to Section 17(24) of the Planning Act. The decision of Council is final.
