TAKE NOTICE that the Council of the Corporation of the City of Orillia will hold a Public Meeting on Monday, June 9th, 2025 at 1:00 p.m,, or as soon thereafter as the matter can be dealt with, in the Council Chambers, Orillia City Centre, 50 Andrew Street South, to consider the following Zoning By-law Amendment Application:

PLEASE NOTE that this meeting may be attended either in person at the Council Chamber, Orillia City Centre, 50 Andrew Street South, Orillia or electronically as set out later in this Notice.
The subject lands are designated “Living Area – Intensification Area” in the City’s Official Plan and are currently zoned “Residential Four – Intensification Area (Holding One)” (R4i(H1)) under the City’s Zoning By-law 2014-44, as amended.
Purpose and Effect:
The purpose and effect of the proposed Zoning By-law Amendment is to permit an 8-storey Apartment Building with 197 units and 228 parking spaces on the lands municipally known as 117, 119, 125, 127, 139 and 155 Barrie Road.
PROPOSAL:
The City has received an application to amend the Zoning By-law to rezone the subject property from “Residential Four – Intensification Area” (Holding One) (R4i(H1)) Zone to a site-specific “Residential Five Exception Twenty-One – Intensification Area (Holding One)” (R5-21i(H1)) Zone to permit an 8-storey Apartment Building with 197 Dwelling Units. The Zoning By-law requires a minimum of 296 parking spaces, whereas a total of 228 parking spaces are proposed (including a proposal to supply some of the parking from the adjacent property at 95 Barrie Road via easement). Amendments related to the proposal include requested reductions in the Minimum Front Yard Setback, Minimum Landscaped Open Space, Minimum Landscaped Buffer Areas, Minimum Landscape Screening Strip, Minimum width of Parking Spaces, and Minimum number of Parking Spaces, while requesting an increase to the Maximum Building Height to 25.9 metres (8-storeys).
Informed by input received during the Applicant’s Open House held on April 22, 2025, staff will be recommending that the subject properties be rezoned to “Residential Five Exception – Intensification Area (Holding Twenty Eight) (R5-21i(H28)) to require revised studies/plans to reduce shadowing and “soften” the façade of the proposed building and to require revised Landscape Plans to demonstrate tree planting in the Front Yard and Outdoor Amenity Space to “soften” the impact on the streetscape resulting from the proposed massing of the building (in addition to the existing requirement for a Record of Site Condition to be completed).
