Orillia appoints new General Manager of Environment and Infrastructure Services

For immediate release (March 20, 2023) – The City of Orillia welcomes Roger Young as the new General Manager of Environment and Infrastructure Services.

Council authorized the hiring of Mr. Young at the March 20 Council meeting on the recommendation of the recruitment panel, which consisted of Mayor Don McIsaac, Coun. Tim Lauer, Coun. Ralph Cipolla, Gayle Jackson, Chief Administrative Officer, Lori Bolton, Director of Human Resources, and Andrew Schell, current General Manager of Environment and Infrastructure Services.

“On behalf of the City of Orillia Senior Leadership Team, I would like to welcome Mr. Young,” said Gayle Jackson, Chief Administrative Officer. “Mr. Young is a skilled leader with impressive experience. I am confident that his community-focused and evidence-based strategic planning and capital project delivery background will make him a great addition to the City’s staff and Senior Leadership Team.”

Mr. Young brings a wealth of experience in the fields of engineering, municipal infrastructure planning, operations, maintenance, and beyond to the City of Orillia, including previous roles at the Ministry of Transportation, Township of Muskoka Lakes, City of Vaughan, and the Greater Toronto Airports Authority. Most recently, Mr. Young has been employed at the City of Vaughan as the Director of Parks, Forestry and Horticulture Operations.

“I am excited and honoured to join the City of Orillia as the General Manager of Environment and Infrastructure Services,” said Roger Young. “I look forward to working with the talented municipal teams at the City who provide and continue to improve our environmental and infrastructure services, and with our community to ensure we are consistently delivering a best-in-class citizen experience.”

Mr. Young will start in his new role in the near future and will lead the City’s Environment and Infrastructure Services Department following the retirement of Mr. Schell.

“Mr. Schell has served the City of Orillia for decades and has done so with absolute professionalism while managing critical infrastructure and services relied on by our community,” said Jackson. “On behalf of City staff and the Senior Leadership Team, I would like to thank Mr. Schell for his valuable contributions and dedication to the Corporation and I wish him a very happy, well-deserved retirement.”
