TAKE NOTICE that the Council of the Corporation of the City of Orillia will hold a Public Meeting on Monday, January 26, 2026 at 1:00 PM, or as soon thereafter as the matter can be dealt with, in the Council Chamber, Orillia City Centre, 50 Andrew Street South, to consider the following proposed ballot question for the upcoming 2026 Municipal Election:
“Are you in favour of electing Councillors city-wide (at-large system) instead of by neighbourhoods (ward system)? Yes _____ No _____”
Purpose of the Meeting:
To present and discuss the proposed ballot question to appear on the ballot for the 2026 Municipal Election, including:
- The exact wording of the question
- Solicit public feedback and questions
This in-person meeting may also be held electronically in accordance with Section 238 of the Municipal Act. The meeting may be livestreamed on the City of Orillia’s YouTube channel.
Public Participation Encouraged
Members of the public are welcome to provide verbal or written comments on the proposed ballot question for the upcoming 2026 Municipal Election.

Written comments received by the deadline will be included in the Public Meeting agenda, available at 10:00 AM on Friday, January 23, 2026, via the Orillia CivicWeb Portal at orillia.civicweb.net.
Speaking at the Meeting
To ensure broad participation, the Public Engagement Section of the meeting will be limited to 90 minutes, with each speaker allotted a maximum of 3 minutes.
- In-person speakers: Individuals attending in-person who wish to address Council are asked to provide their name and whether they are a resident or non-resident. In-person speakers will be invited to form a line at the Council Chamber podium.
- Virtual speakers: Individuals who wish to attend virtually to address Council must register no later than 9:00 AM on Monday, January 26, 2026, by emailing Kristine Preston, Deputy Clerk at kpreston@orillia.ca. Early registration is strongly encouraged. Upon registration, virtual participants will receive instructions to join the meeting electronically. A computer with a microphone and internet access or access to a phone is required. Virtual participants are asked to provide their name and whether they are a resident or non-resident. While this public meeting may be accessible electronically in accordance with Section 238 of the Municipal Act, technical issues may occur. If virtual participation becomes unavailable at any point during the meeting, the meeting will proceed in person as scheduled. Virtual participants are strongly encouraged to submit written comments to the Deputy Clerk for distribution to Council.
Please Note:
- A maximum of fifteen spaces has been reserved for virtual speakers with the balance reserved for those appearing in-person. As the Public Engagement section of the meeting is limited to 90 minutes, there is no assurance that each registered virtual speaker will be heard.
Speakers in the Public Engagement section are required to observe the following:
- Speak respectfully when addressing Council;
- Use proper language and refrain from derogatory, defamatory comments or profanity;
- Comments regarding current or pending litigation, insurance claims, or personal and personnel matters or matters that are deemed confidential in accordance with the Municipal Freedom of Information and Protection of Privacy Act will not be permitted;
- Refrain from using signs or placards or from distributing written brochures, flyers or other promotional materials; and
- Obey the rules of procedure or a decision of the Chair.
