The Coldwater Road reconstruction project is nearing completion and will be open to the public as of Oct. 16 at 6 p.m.
During the next two weeks, there will be periodic lane closures to accommodate the installation of the pedestrian rail along the new retaining wall and to complete some minor outstanding items. Traffic will be controlled by flagging during these lane closures and motorists may experience some minor delays.
“The opening of Coldwater Road has been highly anticipated by all Orillia commuters. As one of the City’s main arteries, Coldwater Road is one of our City’s most travelled routes,” said Mayor Steve Clarke. “The completion of this project will help ease pressures on our transit system experienced during the construction. I would like to thank all residents and surrounding businesses for their patience and understanding throughout this entire project.”
The Orillia Transit West Ridge bus will continue to run on the detour route until the end of service on Monday, Oct. 19. Bus service will resume on Coldwater Road the morning of Tuesday, Oct. 20. This provides the City with time to notify passengers currently using the temporary bus stops on the detour route that the regular bus route resumes along Coldwater Road on Tuesday.
Phase 1 of the capital project began in spring 2014 and consisted of the widening and reconstruction of Coldwater Road between West Street to 140m west of Patrick Street from a two to three-lane cross-section. Phase 2 of the reconstruction project began in spring 2015 and consisted of the widening and reconstruction of Coldwater Road from 140m west of Patrick Street to Emily Street and from the Atrium Home to 200m east of Collegiate Drive from a two to a three-lane cross-section. The section from Emily Street to the Atrium Home has remained as a two-lane road. The project also consisted of adding dedicated cycling lanes on Coldwater Road.
The total reconstruction included removal and replacement of watermain, storm and sanitary sewer, service connections, construction of sidewalk on both sides, and traffic signal upgrades.
The entire two-phase reconstruction of Coldwater Road has been part of the City’s 2014/2015 capital works programs and was approved at a two-year budget total of $6.74 million, which included funding of $3.7 million provided by the Federal Gas Tax grant.
