The City's zoning map is the most accurate source of zoning information.  No other sources of zoning information should be relied upon.

The Official Plan

The Official Plan is Orillia’s principal planning document. It explains how land in the City will be used and developed now and in the future. It guides where homes, businesses, industries, schools, parks, and other uses should be located.

Policies contained in the Official Plan provide for orderly growth, development and compatibility among the many different uses of land within the municipality. While the objectives and policies primarily relate to the built environment, they also include objectives related to social, economic, and environmental matters. These are implemented through policies related to such things as housing, residential intensification, the location of community facilities, and open spaces.

The Zoning By-law

The City’s Zoning by-law is a set of local rules that control how land and buildings can be developed and used in a community.  The By-law divides the City into different zones, such as residential, commercial, institutional or industrial areas, and sets out what uses are allowed in each zone. The by-law also regulates things like building height, lot size, setbacks from property lines, and how much and where parking must be located. Overall, the Zoning by-law helps ensure that development is orderly, compatible, and consistent with the community’s planning goals.

The 2024 Provincial Planning Statement (PPS)

The 2024 Provincial Planning Statement PPS, 2024 is Ontario’s primary province-wide land use planning policy issued under the Planning Act. It sets out the Government of Ontario’s policies on how land is to be used, developed, and protected, covering matters such as housing, employment, infrastructure, transportation, agriculture, natural heritage, and public health and safety. 

The PPS provides direction to municipalities such as the City of Orillia to ensure that planning decisions support provincial interests, promote efficient and orderly development, and help build complete, resilient, and sustainable communities. All municipal planning decisions must be consistent with the 2024 PPS.
