Notice of Passing of Housekeeping 13 Zoning By-Law Amendment by the City Of Orillia

TAKE NOTICE that the Council of the Corporation of the City of Orillia passed By-law 2026-044 on the 11th day of May, 2026 under Sections 34 and 36 of the Planning Act, R.S.O. 1990, Chapter P. 13, as amended.

AND TAKE NOTICE THAT no persons or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a Public Meeting or written submissions to the Council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. 

AND TAKE NOTICE THAT an appeal to the Ontario Land Tribunal in respect to all or part of this Zoning By-law Amendment may be made by filing a Notice of Appeal with the City Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service/ by selecting City of Orillia as the Approval Authority or by mail to 50 Andrew Street South, Suite 300, Orillia, ON, L3V 7T5 no later than 4:30 p.m. on Wednesday, June 3rd, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100.00 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca. If the e-file portal is down, you can submit your appeal to planning@orillia.ca. There is also an administrative fee payable to the City of Orillia by cash, debit or cheque in the amount of $10,300 for any appeal filed regarding a Zoning By-law Amendment.

An explanation of the purpose and effect of the by-law, describing the lands to which the by-law applies, and an explanation of the effect written and oral submissions had on the decision is outlined below.  The complete by-law is available for inspection in the Clerk’s office during regular office hours.

Description of the Land:

All Housekeeping Amendments apply to all land within the City of Orillia. 

Purpose and Effect of the Proposed Zoning By-law Amendment:

Re: File No. D14-953 (Housekeeping Amendment #13)

The purpose and effect of the proposed municipally-initiated amendments to the City’s Zoning By-law propose to further improve and clarify the City’s Comprehensive Zoning By-law 2014-44, as amended. 

The housekeeping amendments to the Zoning By-law fall into the following general categories:

Adjusting parking requirements for certain uses.

Bringing the by-law into compliance with recent changes to the Planning Act regarding schools.

Permitting additional uses within various zone categories to support economic growth.

Effect of Public Input:

Council had regard for all public input received through written submissions prior to the conclusion of the Public Meeting held on April 27, 2026.

Related Applications: There are no related applications under the Planning Act in process which apply to Housekeeping Amendment #13 to the Zoning By-law.
