Notice of Passing of Zoning By-Law Amendment for 116 and 120 Bond Street

TAKE NOTICE that the Council of the Corporation of the City of Orillia passed By-law 2026-057 on the 15th day of June 2026 under Section 34 of the Planning Act, R.S.O. 1990, Chapter P. 13, as amended.

AND TAKE NOTICE THAT no person or public body shall be added as a party to the hearing of an appeal unless, before the by-law was passed, if a person or public body made oral submissions at a Public Meeting or provided written submissions to the Council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party. 

AND TAKE NOTICE THAT an appeal to the Ontario Land Tribunal in respect to all or part of this Zoning By-law Amendment may be made by filing a Notice of Appeal with the City Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service/ by selecting City of Orillia as the Approval Authority or by mail to 50 Andrew Street South, Suite 300, Orillia, ON, L3V 7T5 no later than 4:30 p.m. on Monday, July 13, 2026. Filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day and would fall outside of the appeal deadline. The appeal fee of $1,100.00 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca. If the e-file portal is down, you can submit an appeal to planning@orillia.ca. as an alternative.  Appellants are advised that there is also a municipal administrative fee payable to the City of Orillia by cash, debit or cheque as per the City’s Fee By-law.

An explanation of the purpose and effect of the by-law, describing the lands to which the by-law applies, and an explanation of the effect written and oral submissions had on the decision is outlined below.  The complete by-law is available for inspection in the Clerk’s office during regular office hours.

Description of the Land:

The subject property is addressed as 116 and 120 Bond Street. 

Purpose and Effect of the Proposed Zoning By-law Amendment:

Re: File No. D14-950 (116 and 120 Bond Street – 1000444419 Ontario Inc - Sullnet Holdings Inc.)

The purpose and effect of the proposed Zoning By-law Amendment is to permit thirty-four (34) Stacked Townhouse Dwelling Units, with forty-three (43) parking spaces and a reduced lot area requirement per unit. By-law 2026-057 amends the City’s Zoning By-law 2014-44, as amended, to achieve that purpose. 

Effect of Public Input:

Three (3) members of the public spoke at the Public Meeting held on June 15, 2026, including two (2) neighbouring property owners and the current Owner/Developer. One (1) written submission was also received from a member of the public. The comments received from members of the public, excluding the Owner/Developer, raised concerns regarding various elements of the application and the potential impacts of the proposal on the surrounding area.
