Development Charges

Municipal development charges assist in financing capital projects required to meet the increased need for services resulting from growth and development. Development charges funds may only be used for the purpose for which they are collected. 

Development charges are calculated as part of the Building Permit and concurrent Site Plan Approvals Process.  

The City collects development charges on behalf of the City, the County of Simcoe and Simcoe County area school boards.

The update to the Development Charges By-law 2023-009 was passed by Council in October 2024.

Background Study 

The Development Charges Act requires municipalities to complete a development charges background study every five years to update their development charges bylaw. The City completed its latest Development Charges Background Study in 2023.
