Asset Management

The City provides a wide range of services to the community that require the ownership and responsible operation, maintenance, and rehabilitation of physical assets. Physical assets can include vehicles, buildings, equipment, roads, stormwater, wastewater, and drinking water infrastructure. Asset Management is an integrated approach, involving all City departments, to deliver value to the community through the effective management of existing and new infrastructure assets. The intent is to maximize benefits, reduce risk and provide satisfactory levels of service to the community in a sustainable and transparent manner. Good Asset Management practices are fundamental to achieving sustainable and resilient communities. 

Asset Management 2025

The City developed an asset management plan that includes both core and non-core infrastructure assets, an updated inventory analysis, the City’s proposed levels of service, what lifecycle management activities are required to meet the proposed levels of service, and a financial strategy to fund these activities that includes discussion of how any funding shortfalls will be managed. The 2025 Asset Management Plan was adopted by Council on June 23, 2025.

For improved accessibility of the data within some of the figures, the City is developing separate data tables in a more accessible format.

Asset Management 2024

The City developed an asset management plan that includes core and non-core infrastructure assets as defined in Ontario Regulation 588/17. The core infrastructure assets included are transportation assets such as roads, sidewalks, bridges, and structural culverts, the drinking water treatment and distribution system, the wastewater collection and treatment system, and the stormwater collection system. The non-core infrastructure assets included are fire services, fleet and transit, facilities, solid waste, parks, recreation, culture, and tourism, municipal law enforcement and parking, information technology, and natural assets. The 2024 Asset Management Plan was adopted by Council on June 17, 2024.

Strategic Asset Management Policy

Council adopted a Strategic Asset Management Policy in 2019 in accordance with the requirements of provincial legislation.  The Policy was revised and updated in 2021.

Asset Management Plan 2021

The City, together with its consultant, PSD Citywide Inc., developed an Asset Management Plan that includes all core infrastructure assets as defined in Ontario Regulation 588/17.  The core infrastructure assets included are roads, bridges and structural culverts, the drinking water treatment and distribution system, the wastewater collection and treatment system and the stormwater collection system.  The 2021 Asset Management Plan was adopted by Council on December 14, 2021.

Preliminary Natural Assets Inventory

In partnership with the Municipal Natural Assets Initiative (MNAI), and through a grant funding opportunity with MNAI, the City has recently completed a Preliminary Natural Assets Inventory.  The purpose of the project was to develop a municipal natural asset inventory and determine the next steps required in the development of a full natural assets inventory. The MNAI Final Summary Report contains the results of the preliminary inventory project.  "Municipal Natural Assets" refer to the natural resources or ecosystems that the City could rely upon or manage for the sustainable provision of one or more local government services.  Natural assets are required to be included in the City's overall Asset Management Plan by July 1, 2024. 

Next Steps for Asset Management in the City of Orillia

With the development and acceptance of the 2025 Asset Management Plan, the City has achieved compliance with the July 1, 2025, requirements within Ontario Regulation 588/17. The following next steps will be used as guidelines to enhance the City’s asset management program: 

  • Adjust project scheduling in 10-year capital forecasts. 
  • Continue to review, update, and enhance the asset inventory.  
  • Review and implement improved lifecycle management strategies. 
  • Update estimated useful lives of assets. 
  • The City’s asset management program is governed by the Strategic Asset Management Policy 1.10.5.1 (SAMP) and an update to the policy is required by September 2026. 
  • Improve integration with Global Information System (GIS) mapping.  
  • Expand on condition assessment to capture assets. 
  • Increase community engagement in asset management. 
  • Track annual levels of service performance and progress towards proposed levels of service targets. 
  • Conduct an annual review of asset management progress with Council. 

To maintain long-term compliance with Ontario Regulation 588/17, the City will review and update its asset management plan and strategic asset management policy at least every five years.
